Sourcing a Steel Panel Radiator Source Factory for an Engineering Tender: Qualification and Documents
For a steel panel radiator engineering tender, a source factory can supply, with the bid, its CE / EN 442 certification and thermal-output test reports, ISO 9001 / ISO 14001 management-system certificates, and factory QC and material records — all as the product manufacturer and supplier. Construction-side qualifications (installation licences) belong to the contractor, not to the radiator factory, and a straight-talking factory says so.
An engineering tender for steel panel radiators turns on two separate questions, and buyers often blur them. The first is whether the bidder is a genuine source factory or a trading company reselling someone else's radiators; the second is which documents the bidder can actually put into the tender file. Getting both right protects the project: a source factory stands behind the product it made and can supply the certificates in its own name, while a trader is one step removed from both the quality and the paperwork. As a family-run steel panel radiator manufacturer exporting since 2002, we would rather set out plainly what a factory can provide for a tender — and, just as importantly, what it cannot — than let a specification ask a manufacturer for documents that belong to the installer.
What a source factory can put into the bid As the product manufacturer and supplier, a source factory can provide, with the tender, its CE / EN 442 certification together with the thermal-output test reports (for panel and, where relevant, tubular radiators); its ISO 9001 and ISO 14001 management-system certificates; and its factory quality-control and material records for the goods supplied. These are held in the factory's own company name and should be in-date — ask for the validity, not the issue date, and sight the certificate rather than a logo in a brochure. What a factory provides is the evidence that the radiators it manufactures meet the specified standard; that is the product side of the tender, and it is the side the factory owns.
What belongs to the contractor, not the factory The part buyers most often get wrong is asking the radiator factory for construction or installation qualifications. Those — installation licences, site safety qualifications, mechanical-and-electrical contracting credentials — belong to the installing contractor, not to the company that manufactures and supplies the radiators. A factory that claims to hold them, or lets the question slide, is telling you something. A straight-talking source factory draws the line clearly: it is the manufacturer and supplier of the product; the installation and its qualifications sit with the contractor. Keeping that boundary clean is in the project's interest, because it puts each responsibility with the party that actually carries it.
How to word the tender so you get real source factories To screen out traders, ask for documents in the bidder's own company name and check that the name is consistent across the business licence, the CE / EN 442 certificate and the registered trademark. Ask the bidder to confirm it is the product manufacturer, not a reseller, and to offer a factory visit or a live walk of the production line. Specify the radiator standard and type clearly — [Type 11 / 22 / 33](/en/blog/steel-panel-radiator-types-how-to-choose) and the EN 442 ΔT50 basis — so comparison is like-for-like. Talk to us about a tender
If you are preparing a tender that includes steel panel radiators, we can tell you up front what we can put into the bid as the manufacturer and supplier — CE / EN 442 and thermal-output reports, ISO 9001 / ISO 14001, factory QC and material records in our own name — and where the line sits between the product side and the installation side. Send the requirement to lunan@jdradiator.com / kevin@jdradiator.com, call +86-22-69189950, or start at www.jdradiator.com. We are a family-run radiator factory operating since 2002, exporting to Europe, Russia and Central Asia, and we would rather be clear about the paperwork before the bid than after it.
